In July the heads of government of the Group of Eight will meet in Okinawa. This is the first G-8 meeting in Asia since the Tokyo summit of 1993. In the current circumstances, it would be an act of strategic negligence if the G-8 states did not address the China-Taiwan issue. The countries of the G-8 should urge in their final communique that the two sides resume their dialogue immediately. The G-8 countries need not refer to the One China principle or to the 1992 oral agreement, but the import of their message must be that China and Taiwan develop a mutual understanding of the formula that should govern their relationship as friends.
For many G-8 countries, mention of this subject in Okinawa would be controversial. The Japanese would worry about making any open judgement on the issue. The Russians, solicitous of their relations with China, would be reluctant to be seen as interfering in China's internal affairs. The Europeans would be cautious for the sake of it, and Americans would worry about losing control over a process. But President Clinton needs a political support in his dialogue with China threatening Taiwan to use force if it doesn't agree to resume talks on China unification. A written version of the 1992 agreement is the right formula for China and Taiwan to remain at peace with each other. And encouraging them to talk is the right thing for the G-8 heads to do during their summit meeting in Japan.

EU ENDS SANCTIONS AGAINST AUSTRIA
VIENNA, Austria - European Union countries have unconditionally lifted diplomatic sanctions they imposed on Austria, but they will keep an wary eye on future activities of the far-right Freedom Party in its government.
In a joint statement released by France, current holder of the rotating EU presidency, the 14 countries said: " The measures implemented by the 14 have been effective. They can now be lifted". The statement acknowledged that the new Austrian government " had not failed in its commitment to uphold European common values", but it made clear the 14 remained unconvinced of the Freedom Party's democratic credentials. " The nature of the Freedom Party and its uncertain evolution are still grounds for grave concern. The 14 consider that the party and its influence on the government in which it participates require particular vigilance", the statement said.
Austria's partners broke off bilateral political contacts with Vienna when the new government was sworn in February because they regard the Freedom Party as racist and xenophobic. The party has campaigned fiercely against immigration, and Haider, leader of the Freedom Party, was best known for remarks playing down the crimes of the Nazis.
While clearly relieved that the sanctions were now over, Schussel, Austrian Prime Minister, who is passionately pro-European, did not hide his resentment at what he felt was the injustice done to Austria. Nevertheless, he expressed delight that " the European Union has become a family again today, " adding that " a dark veil has been lifted from the face of Europe".

European Commission President Romano Prodi also praised the long-awaited decision, saying: " The commission never wanted Austria to be isolated, and I am glad to see sanctions lifted. But the union must remain vigilant extremism and xenophobia, whenever they arise in Europe".

DISCORD THREATENS SEATTLE MEETING, ASIANS SAY
SINGAPORE - With an ambitious new round of world trade negotiations scheduled to begin next month, Asian officials are warning that disputes between major trading powers and neglect of the interests of developing countries are making it increasingly likely that the round will fail. This prospect is especially painful for many East Asian countries whose export-oriented economies have used expanded trade opportunities over the 25 years to accelerate growth and modernization in good times, and hasten recovery in bad.
" The chances of failure are real, " the Hong Kong secretary for trade and industry, Mr. Chau, says. He puts part of the blame on the United States, which he says is " single-mindedly pursuing its own narrow agenda and showing little interest in others' needs".
In preparatory WTO talks (WTO - World Trade Organization) that have taken place recently in Geneva, about 150 proposals for expanding the scope of the negotiations were tabled. Asian officials said that it was essential to reach agreement on the agenda before the ministerial meeting. The European Union and Japan are insisting on wide-ranging trade negotiations. The United States is seeking a more tightly focused agenda so that a deal can be wrapped up in three years and not drag on, as the Uruguay Round of negotiations did for seven years until 1993.
Ministers of WTO member countries will meet in Seattle from Nov. 30 to Dec. 3 to decide whether there is sufficient common ground to launch the new round. President Bill Clinton and the European Commission president, Romano Prodi, are to meet in Washington next week to try to break the deadlock between the EU and US positions. The European Union said it had set a common strategy for the global free-trade talks to begin next month, bending to French demands to insist on wide-ranging protections for Europe's industries.
