IDEOLOGY NEP

  The ideology of the NEP is the ideology of establishing elementary order (идеология Наведения Элементарного Порядка).  The famous head of agricultural production A. S. But the very idea of ​ ​ establishing elementary order is the best fit not only for an individual economy, but also for any individual state.

Any state can be compared to a huge developing organism. Like humans, it is susceptible to its many diseases. In reality, there are acute phenomena of social disorder. We can say acute diseases of society. And if you look closely, then these are acute diseases of the national spirit. But society has become so accustomed to their chronic presence that these diseases have long become part of the national mentality.

Corruption, drunkenness, bureaucracy and incompetence of civil servants, gaps and excesses in education, injustice in pensions, injustice in the starting conditions of young people. These are the most acute diseases of any state. True, in some states they have been successfully treating them for a long time. For example, in Singapore. But in others, they just got used to them, got used to them. This is how one usually gets used to any chronic illness.

Diseases of obvious social injustice do not at all require special ideological planning, since only common sense is sufficient here. Their decisive elimination in no way violates the principle of " do no harm". These are obvious imperfections in the process of the previous stages of the development of the state. Let's list the main subjects of the NEP ideology.

1. Illicit enrichment. Are there simple, but at the same time effective methods of preventive struggle against all kinds of illicit enrichment? Of course there are. And there is nothing new here. In many developed (rich) countries, not a single large income, not a single large purchase by a citizen passes by the eyes of a tax inspector.

2. Drunkenness and drug addiction. In fact, this is the second Chernobyl. These are thousands of moral and physical cripples already at the age of thirty. These are thousands of broken families. These are thousands of old mothers who support their forty-year-old " children. " Besides the mother, they are no longer needed by anyone.

Where are these statistics? Where is the hard work of the media on this issue? Where is the tough state prevention?

 For example, half of the territory of the state is occupied by forests, rivers and lakes. So there is someone to put things in order there, no worse than in the central park. And the fact that these " whom" have a strong physiological dependence on alcohol, so let them there, in nature, strengthen their spirit to such an extent that he could resist the bad desires of the body. In what way did he enter, even in the same way, but in the opposite way, and goes out. There are simply no other ways to combat drunkenness. For medicine is absolutely powerless here.

 Drunkenness and drug addiction, first of all, arise from weakness of spirit.

3. Bureaucracy and incompetence of civil servants. Today this is partially eliminated by the efforts of the state. But to the elementary order here as to the Moon. First, the forms of any statements should be simple and understandable to everyone. And the bureaucratic procedures themselves must be simplified to the limit. Otherwise, a lawyer is needed everywhere. But these are only half measures. It's like a mustard plaster for treating schizophrenia.  And here the well-known and proven method of treating this disease called " personnel policy" comes to the fore. Our communist past has significant achievements in the field of personnel policy. Remember, the district committee and the regional executive committee at the end of the fifties together did not have even fifty cadres. But these cadres knew everything and everyone. They carried out both economic and ideological work.

Take the regional executive committee today. No real ideological work. In a word, heavenly life. But the building is no less than the government house of another small state.

4. Gaps and excesses in education. When a Soviet man was the first to go into space, the American leadership, as a countermeasure against the Russians, did not think of anything better than to urgently revise their educational programs.
